BASIC RESPONSIBILITIES :
Responsible for the accuracy, completeness and timely processing of power bills and the maintenance of consumers billing records, correct use of software and hardware, and maintain the accuracy and integrity of electronic data, computer security and maintenance. Assists in system loss reduction through accurate and complete billings and through reports of irregular consumer consumptions or electrical connections. Assists in correct information dissemination about cooperative policies and procedures and the maintenance of good consumer relations.
SPECIFIC FUNCTIONS :
1. Supervises the timely, accurate and complete billings of all consumers.
2. Monitors the monthly Accounts Receivable and Collection Efficiency of the main office/sub-offices
and preparation of corresponding reports.
3. Monitors the individual collection efficiency of the Collectors and recommends cash incentive for
those who will exceed his collection target and recommends sanctions to those team with poor
collections subject to performance evaluation.
4. Supervises the timely, accurate and complete submission of the monthly reportorial requirements by
the Energy Regulatory Commission (ERC), National Electrification Administration (NEA) and
Cooperative Development Authority (CDA).
5. Supervises the timely and accurate preparation of the following monthly reports:
5.1 Computation of SORECO II Unbundled Power Rates
5.2 Billing to telephone and cable TV operators of their pole rentals
5.3 Collection reports
5.4 Value added tax (VAT) on sales
5.5 VAT collected
5.6 Total kWh sales from different types of consumers (residential, commercial, public buildings/government facilities, industrial, streetlights and sale for resale)
5.7 Total collected Universal Charge Missionary (UCM) and Universal Charge Environment (UCE)
5. 8. Total kWh recovered from power pilferers
5. 9 Total lifeline discount/subsidy
5.10 City and host barangays subsidy
5.11 Debit/credit adjustment

5.13 Meter readers observations and feedbacks

6. Attends to consumers with various complaints on their power bills and other major concerns.
7. Conducts information drive regarding billing & systems operations concern and orients the
Association of Barangay Chairman (ABC) in the eight (8) municipalities covered by SORECO II about
the SORECO II Unbundled Power rates.
8. Conducts information drive campaign on various SORECO II updates through radio and television
appearances (local radio and television network).
9. Represents the Cooperative to various national meetings with the officials of the Energy Regulatory
Commission (ERC), National Electrification Administration NEA) and National Power
Corporation (NPC) to tackle various issues and concerns.
10. Assists the FSD Manager in the review and development of an efficient Electronic Data Processing
System.
11. Provides the FSD and all other departments with accurate data and/or information.
12. Assists the FSD Manager in closely coordinating with the other divisions/departments for efficient,
timely, and accurate preparation of billing records, and reports.
13. Assists the FSD Manager in devising methods of improving the electronic data processing or system.
14. Assists the FSD Manager in the maintenance of the security of the computer hardware, software and
data.
15. Supervises the safety of computer files and to have accurate and updated backup files.
16. Controls access to the computer room, computers, data, and supervises the proper handling of
sensitive and confidential information.
17. Supervises the Billing Section and Systems Operation Section to include:
a) recommendations in hiring, movements, promotions, trainings, disciplinary actions and approval/disapproval of leave applications;
b) performance target setting and evaluation;
c) maintenance of good morale and high productivity;

Assists in clerical jobs for the Meter Reading, Billing and Collection Division and the system loss reduction efforts of the cooperative. As a cooperative employee, he is also expected to assist in correct information dissemination about cooperative policies and procedures and in the maintenance of good consumer relations.
FUNCTIONS AND DUTIES :
A. Billing Functions
1. From billing related reports, prepares complete and accurate billing transactions for use by the
Electronic Data Processing (EDP) Division in the preparation of consumers electric bills.
2. Checks computer-prepared bills and other billing records for accuracy and completeness and timely
transmittal.
3. Produces manually prepared bills when necessary.
4. Files billing documents in accordance with established coop filing procedure.
5. Maintains subsidiary records for other charges integrated in power billings and regularly updates the
same.
6. Prepares adjustments to erroneous bills.
7. Assists in maintaining control records on movements of power bills.
B. Performs typing and filing jobs for the section.
C. Assists in system loss reduction through:
1. reporting noted abrupt changes in consumer consumptions
2. preparing summary reports of meter readers observations and feedbacks
D. Assists collection personnel in verifying consumer records necessary for the efficient implementation
of the coops collection policy.
E. Computes and summarizes the kWh sales for residential, commercial, public buildings/government
facilities, industrial, streetlights and sale for resale type of consumer.
F. Posts the kWh sales for the month for all types of consumer to the sales register.

SCOPE OF RESPONSIBILITIES :
Responsible for maintaining accurate record of the quantity and cost of materials on hand by individual items; for maintaining materials records as required by National Electrification Administration (NEA) work order procedures, and; for developing a system for maintaining an adequate supply of office materials. As a cooperative employee, he is also expected to assist in correct information dissemination about cooperative policies and procedures and to maintain good consumer relations.
FUNCTIONS AND DUTIES :
1. Maintains a file of all standard price lists from the National Electrification Administration (NEA) as well
as price lists from other suppliers.
2. Posts to stock cards, all materials received, issued and returned.
3. Computes the average unit cost of each item on stock and maintains a current balance of each on the
stock records cards.
4. Posts all material charge and credit tickets to the monthly summary record.
5. Posts all material salvage tickets to the monthly summary record.
6. Posts all receiving reports to the Material Receipt Register.
7. Periodically reconciles stock record cards with the warehouse bin cards and/or actual inventory.
8. Maintains an orderly file of receiving records.
9. Controls issuances of office supplies, maintains an adequate supply of the same and prepares
monthly summary of office supplies expenses.

FUNCTIONS AND DUTIES :
1. Accurately reads meters of consumers in designated areas as scheduled.
2. Accurately fills up consumers meter reading slips.
3. Reports to the section head observations made and consumers complaints and/or requests while
traversing meter reading and collection routes.
4. Makes collections on the basis of schedules prepared by the Meter Reading/Collection Clerk and issues corresponding official receipt for payment received.
5. Summarizes Collections and submits the summary and cash collected to the Cashier upon returning to
the office.
6. Personally follows-up collection from delinquent consumers.
7. Assists in the promotion of the Cooperatives program and goodwill among its members.
