CAREER SUMMARY
I have been working for national and international organizations in Bangladesh since August 1993. At present I am working for Price Waterhouse Coopers (PwC) Pvt. Limited, New Delhi, India as the Program Monitoring & Evaluation Expert under Local Fund Agent (LFA) Team of GFATM (Global Fund for AIDS, Tuberculosis and Malaria) in Bangladesh. My role is to monitor the activities and provide capacity building support to GFATM partners in Bangladesh (i.e. National AIDS & STD Program; ICDDRB, Save the Children, Care Bangladesh, Bandhu Social Welfare Society, Light House, Mukto Akash Bangladesh, Ashar Alo Society, APOSH etc.). It may be mentioned here that GFATM appointed PwC as the Local Fund Agent (LFA) in Bangladesh. In the past I worked for different national, international and donor organizations which include Alliance for Cooperation and Legal Aid Bangladesh (ACLAB); HEKS/EPER (Swiss Church Aid)-Bangladesh; Care Bangladesh; ActionAid Bangladesh; Centre for Development Services (CDS); Bandhu Social Welfare Society (BSWS); Light House; Voluntary Health Services Society (VHSS) and Gono Shahajjo Sangstha (GSS). JOB SPECIFIC QUALIFICATIONS
Partnership Management and Capacity Building
Since 1994 I have been engaged in partnership management activities. At present I am engaged in partnership management activities for GFATM funded NGOs in Bangladesh. I am also providing capacity building support to partners through recommending new approach for program implementation. During the period from Oct. 1994 to Oct. 1998 I worked as the Programme Officer of Members Support Service and Membership Development Unit of Voluntary Health Services Society (VHSS). VHSS was an apex body of health NGOs which used to provide support to health NGOs in Bangladesh. I was responsible for selecting organization for support service and coordination of support activities for partners and affiliates. In ActionAid Bangladesh, during the period from Nov. 1998 to Sept. 2000 as Programme Officer, I was responsible for management of partnerships with 5 NGOs under Southern Region namely BITA, CWFD, Green Hill, VERC and YPSA. In Care Bangladesh during the period from Oct. 2000 to June 2001, I was Project Manager of a project for Prevention of HIV/AIDS among transport workers and dock labours. I was responsible for management of partnerships with associations of truck drivers, rickshaw pullers and dock labours in Chittagong. During the period from Sept. 2000 to June 2007, I was the Site Coordinator of a project of the Dept. of Social Services under Ministry of Social Welfare, GOB and was responsible for management of partnerships with NGOs of a project for brothel based sex workers funded by UNDP and implemented by 2 NGOs at 2 sites i.e. ACLAB at Jessore and PIACT Bangladesh at Doulatdia. During the period from Jan. 2012 to Dec. 2016, I was the Programme Manager of HEKS / EPER (Swiss Church Aid) and was responsible for management of partnership with NGOs namely GBK, ESDO, ARCO, SERP, BDSC, CCDB and Practical Action. While working for different organizations, I was engaged in negotiation for partnership, partnership agreement document preparation and finalization, partnership appraisal, partnership management, capacity building, coordination and monitoring of activities.
Project/Programme Design and Management
Since 1994, I have been engaged in project design and management. In 1995, while worked for VHSS, the first project proposal written by me titled “Good Governance and Membership Development” was approved by the donor named Bangladesh Population and Health Consortium (BPHC). Since then I have been engaged in writing project proposals for different NGOs and till to date I am engaged. A good number of proposals have been awarded with funds. Recently, in my present organization i.e. ACLAB, several projects were funded by different donors such as WFP, JHCCP, Christian Aid, JICA which are being implemented. These projects are for the Rohingyas and for the construction workers of Kanchpur, Meghna and Gomoti bridges and Matarbari Coal fired power project. I attended trainings on project design & management and strategic planning workshops facilitated by prestigious organizations such as BRAC, ActionAid, VHSS and HEKS/EPER. I facilitated trainings for capacity building of staff of different NGOs namely GBK, ESDO, BDSC, ARCO, ACLAB, PIACT Bangladesh etc.
Planning, Research, Monitoring & Evaluation
I am expert in monitoring and evaluation. As the Program Monitoring and Evaluation Expert under LFA team, my present engagement with PwC is for monitoring and evaluation of activities of NGOs funded by the GFATM. Upto now I have completed different assignment including HIV Program Data Quality and Service Quality Review, M&E Capacity Assessment of partners, Program Update and Disbursement Request (PUDR) for different periods etc. In the past I worked as the Monitoring & Evaluation Specialist for 2 other organizations namely Bandhu Social Welfare Society (BSWS) and Light House. In HEKS/EPER, I was the focal point for Bangladesh country program monitoring and evaluation. I am able to develop M&E plan, M&E tools, result indicators etc. While working for different NGOs, I have facilitated trainings on Monitoring for staffs of NGOs. I developed M&E plan, monitoring checklist, monitoring formats etc. as and when required. I went through process of baseline survey, baseline update, impact assessment, stakeholder analysis etc. and familiar with these processes. I was the focal point of HEKS/EPER Bangladesh Country Program impact assessment. I am familiar with the benchmarks of HAP (Humanitarian Accountability Partnership) and Social Accountability Assessment. In HEKS/EPER, I facilitated the HAP orientation and Social Accountability Assessment of partners named Gram Bikash Kendra (GBK), Eco Social Development Organization (ESDO), Service Emergency for Rural People (SERP) and Association for Rural Cooperation (ARCO). I can facilitate theory of change exercise, community visioning exercise, results chain analysis etc. I also conducted a study on safer sex behavior and knowledge of sex workers as part of final assignment for MPH course. I am able to develop database in excel and familiar with software SPSS.
Reporting and Documentation
In different organizations, including my current organization I acted/act as the chief for reporting and documentation. I am very much familiar with results frame or log frame based or indicator based reporting and able to prepare and submit results based or log frame based reporting in different organizations. In different organizations I developed excel based reporting format and provided orientation to staffs on reporting and documentation. I am expert in preparation of country program document, event report, program report, monitoring report, minutes of meeting etc. I also facilitated training on reporting.
