Title: Budget & Programming Associate (Resource Management Analyst)

Responsibilities:

Pipeline Management

·         Update and analyze official and operational Country Office Pipeline reports monthly

·         Monitor the needs expressed by the Program Unit

·         Prepare the Import Parity Forms for the programming of food purchase contributions

·         Prepare the Assignments Plan to allocate funds in the different components of the budget

·         Program available resources / Grants in accordance with donor requirements

·         Initiate loan and repayment processes between Project between Grant

·         Regular monitoring / analysis of Grants by donor (use, request for extension of funds, report, etc.

Resource & Fund Management

·         Perform analyzes / suggestions for optimal, effective and efficient use of resources

·         Prepare requests for advance payment

·         Prepare a plan for repayment of cash advances

·         Take the necessary actions to close the projects

·         Organize the transfer of resources at the end of the Project

Budget

·         Prepare new budgets and initiate budget revisions

·         Post the budget in the system (SAP-WINGS)

·         Proceed with the analysis of the associated costs in the budget. Identify any surpluses or deficits.

·         Analyzes on the budget and give advice to Management for making consistent, effective and efficient decisions

·         Establish reports, interpret them and share them with Management and other colleagues

·         Train colleagues on budget structure and requirements

 

From January 2010- To October 2014 : United Nations World Food Program – Senegal Country Office

Title: Senior Logistics Pipeline Assistant

Responsibilities:

·         Regularly update the official and operational pipelines of the Country office

·         Perform the programming of the resources / funds received and follow up on the corresponding local or international purchases.

·         Proactively suggest to Management to use the tools for requesting a Financing advance or the borrowing / reimbursement mechanisms to avoid as much as possible stock-outs.

·         Strengthen and complete the implementation of the food movement monitoring and analysis system

·         Set up an efficient electronic and paper document reporting system so that quality information is updated in the food movement tracking system within 24 hours for all stores.

·         Proceed with the filing of documents

·         Supervise the team in charge of encoding food movements and processing logistics invoices
Analyze the encoded data, replicate with the Headquarters and produce, if necessary, reports for logistics or for other units.

·         Monitor the processing of all invoices related to the Supply Chain and ensure that payments are on time.

·         Produce reports on the supply chain, resource management, on the analysis of food movements, payment of invoices according to requests from Management, the Regional Office or the head office.

·         Keep the supply chain monitoring tables and the electronic and paper document filing system up to date.

·         Organize monthly physical inventories of food and non-food stocks and consolidate physical inventory reports

·         Produce a monthly physical stock situation by specifying the operational stock

·         Identify the training needs of the staffs under my supervision and proceed with the continuous training of staffs in the appropriate areas, considering if necessary, to hire external resources.

·         Carry out evaluations of logistics staff within the allotted time.

·         Participate in the development of the capacities of logistics partners (training for staff of the Food Security Commissariat, transporters, etc.).

 

From August 2004- To December 2009 : United Nations World Food Program – Senegal Country Office

Title: Logistics Assistant / Commodity Tracking and Invoice Manager

Responsibilities:

 

·         Encode and analyze data on time and in the food movement tracking system.

·         Process logistics transport invoices within the required timeframe through the invoicing module

·         Carry out monthly physical inventories of stocks

·         Reconcile physical and theoretical stocks

·         Train and supervise the team members in charge of encodings in the food movement tracking system and invoice processing

·         Keep the database of loans and food reimbursements between projects up to date

·         Prepare logistical information for various types of reports (situation report, annual report for donors, etc.)
