As Monitoring and Evaluation Officer
Roles and responsibilities
· Design and implement data collection such as needs assessments, Post-Distribution monitoring, SMART and KPC surveys using recognized methods of data collection e.g. cluster sampling
· Train the relevant programmes staff on M & E tools, data collection and analysis and basic surveying and sampling etc.
· Ensure the collection of good quality data in order to reflect the progress of programming by supervising enumerator teams, data clerks and translator teams
· Coordinate implementation of M & E tools, including training and support for project managers and field teams.
· Promote the principles and practices of beneficiary accountability to the colleagues by providing support in beneficiary feedback and other good practices as required.
· Provide analysis of data in a timely manner for internal monitoring and donor reporting, writing project reports as required.
· Coordinate the technical aspects of the field M & E operations such as mapping the survey area and asking for latest population.
· Actively participate in designing questionnaires for surveys and assessments.

Roles and responsibilities
A. STRENGTHEN THE MEAL SYSTEM BASED ON HUMAN RESOURCES, TOOLS & KNOWLEDGE
· Management of all data collection platforms and monitoring systems, including development and roll-out of necessary tools and platforms.
· Support the recruitment, capacity building (formal and on-the –job training) and management of qualified staff to carry out regular MEAL functions at all field offices.
· Ensure M & E systems are developed and strengthened to guide project start-up, implementation adjustment, accountability and learning in compliance with M & E guidelines and minimum requirements for M & E.
· Support and strengthen knowledge and information management systems.
B. QUALITY AND EFFICIENCY OF DATA COLLECTED INTERNALLY
· Support survey process and quality review of data from surveys (KAP, SMART, SQEAC, baseline, end –line), Post-Distribution Monitoring and Mapping exercise as needed.
· Facilitate the analysis by producing visual summaries (maps, graphs) up on request of the coordination teams.
· Supervise field staff to ensure rigorous training for internal and external enumerators incorporating key project information and application of ethical and rigorous data collection procedures.

· Provide quarterly feedback to senior management team on standard indicators for the programme.
· Support the quality, timeliness and dissemination of M & E outputs internally and externally.
· Organize and coordinate mid-term reviews, learning workshops, review of program work plans with H & N, WASH and FSL team at field level and other stakeholders.
· Ensure that lessons learned and recommendations in planning, monitoring, evaluation and accountability are documented, shared and considered/addressed in the design of new project and technical plans and discussed during periodic program reviews and untimely fed into current work and future program development.
· Facilitate documentations of project activities with clear articulation of lessons learned, best practices and case studies for each project for internal and external sharing.

· Actively participate in the development of project logical frameworks to ensure objectives are clearly constructed and indicators are SMART and respond to process, outputs and outcome.
