· Assist the project manager in the execution of the project funded by COOPITA and assigned to INTERSOS in support of the population stricken by typhoon Yolanda in Tanauan, Leyte.
· Support the project manager in all the activities of coordination and management and shall also carry out technical activities such as may be assigned to him by the project manager..
· Assist the project manager and the project administrator in the production of reports and progress statements, as may be required.
· Assist the project manager in supporting the Municipality of Tanauan and in particular its municipal engineer, in the following tasks:
– The design of an evacuation centre on the site acquired for this purpose by the Municipality, as per the specifications that shall be issued by the project manager;
– The construction of the said evacuation centre;
· The organization and management of ta workshop for the production of building components to be used for the construction of the evacuation centre and for the rehabilitation of damaged houses.
· The design and construction of 40 houses that will be given to shelter beneficiaries in the Tanauan Municipality.
· The recycling of building materials.
· The development and valorization of the production of local building materials
· The use of innovative and low cost building technologies.
· Assist the project manager in the supervision of activities for livelihoods support in the areas of fisheries and agriculture and in the activities designed to promote the project’s visibility.

Responsibilities:
· Manages all construction and construction support operations of shelter and infrastructure projects across Western Leyte Zone covering the municipalities of Matag-ob, Merida, Villaba and Ormoc City in accordance to the agreed Response Strategy and Plan.
· Provides technical input required for all budgets and programs within the zone, supervises and supports the operations of 7 Technical Officers and 5 Site Inspectors for Infrastructure and Shelter.
· Manages resources, coordinates and manages implementation of reconstruction and rehabilitation of community infrastructure facilities (schools and health centers) in the covered municipalities. Involved in contract preparations and bidding process.
· Monitor and manage overall sector budget and cash flow projections for projects within the zone, supervise the operations of municipalities’ shelter/ re-construction team members.
· Ensure all technical standards, guidelines according to national codes, regulations and relevant international standards /codes are incorporated in design and construction practices.
· Coordinates with local partners such as Provincial & Local Government, Barangay Committee’s, CBO’s, private contractors and vendors.
· Has direct responsibility for assessments, programming, plans, budgets and implementation across the covered Municipalities.
· Ensures that all contractors and consultants perform according to their contracts, in conjunction with the Contract.
· Coordinate and represent World Vision in liaison with the Zonal/Team Managers in all coordination forums, with local government and with all other stakeholders within the zone for sector specific matters.
