Work Experience
 Maintenance Area Manager-Process Block-1(PB-1) for Petron Bataan Refinery from February 01, 2013 up to present – As a line member of management, Maintenance Area Manager-PB-1 is charged with advising and assisting the Mechanical Division Manager on matters involving repairs and maintenance requirements and supervising field activities of maintenance and costruction forces at Process Block-1. The area covered includes APS Units 1 and 2, VPS, PFCCU, GOHT-2, GOHT-3, CRU, LPG Treaters 1 and 2, and Sour Water Facility-2 and other facilities except equipment covered by other Maintenance Area Manager. Also provides administrative and training supervision of maintenance forces, improving techniques, procedures, and skills development for efficient and workable organization.

Duties and Responsibilities:

Within the limits of approved operating program, company policies and control procedures, the Maintenance Area Manager-PB-1 is responsible for, and has authority to accomplish the duties set forth below. He may delegate to members of his organization appropriate portions of these responsibilities together with proportionate authority for their performance, but he may not delegate nor relinquish any portion of his accountability.

Regular Functions and Activities:
1. Champions the Reliability, Availability and Maintenance program by:
a. Ensures that activities such as PM, PdM and BEC emanated from the developed Asset Policy for mechanical equipment are fully implemented.
b. Giving full assistance in the Root Cause Failure Analysis(RCFA) and Defect Elimination(DE) process.
c. Participating in the Turnaround Review process.
d. Leads the Turnoround execution.
2. Advocates environment care on the area of responsibility specifics prevention and control of air, wayer and soil pollution in accordance with Integrated Management System guidelines.

3. Directs field activities of refinery maintenance forces as follows:
e. On maintenance projects in connection with refinery equipment and facilities.
f. On unit turnarounds.
g. On routine and preventive maintenance of refinery equipment.
h. On expense budget project related to refinery facilities.
4. Advises and consults with the Mechanical Division Manager on all maintenance and construction activities as related to the approved operating program, and recommends new or altered policies and always with a view to improving efficiency and reducing costs.
5. Directs field activities of refinery maintenance forces as follows:
i. On maintenance projects in connection with refinery equipment and facilities.
j. On unit turnarounds.
k. On routine and preventive maintenance of refinery equipment.
l. On expense budget project related to refinery facilities.
6. Directs the field activities of contracted maintenance and construction forces.
7. Reviews work orders, plans and specifications for maintenance and construction activities.
8. Plans the job methods and job procedures to be employed by regular and contracted maintenance forces and contracted construction forces.
6. Prepares preliminary estimates or materials and manpower required for maintenance and construction projects as requested.
7. Reviews contractor manpower/equipment allocation for maintenance and construction projects as requested.
8. Maintains close touch with Maintenance Supervisors regarding job methods and procedures.
9. Takes necessary steps for the proper observance of safety practices, rules and regulations, elimination of hazards and implementation of recommended safety rules.
10. Plans and coordinates with Materials & Stores(M&S) Superintendent on general warehousing activities and services directly affecting maintenance and construction requirements, always with the view of maintaining adequate inventories of warehouse stock items and spare parts at economic levels consistent with maintenance and needs.
11. Assists in the preparation and collation of maintenance work data, manuals, procedures and practices.
12. Plans and coordinates Mechanical Division’s activities on preventive maintenance programs.
13. Enforces appropriate measures to obtain good housekeeping and conditions.
14. Reviews shop and field costs of refinery maintenance with Maintenance Supervisors to effect cost reduction.

 Maintenance Area Manager-Oil Movement & Storage(OM&S) for Petron Bataan Refinery from August 19, 2009 to January 31, 2013 – As a line member of management, Maintenance Area Manager-OM&S is charged with advising and assisting the Mechanical Department Manager on matters concerning the repair/overhauling and preventive maintenance of stationary equipment at the Product Main Pier, LPG Pier, Mole Area, Offshore Facilities (i.e., Conventional Buoy Mooring (CBM), Single Buoy Mooring (SBM), Waste Water Treating Facilities, Flare, crude tank area and other facilities except equipment covered by other Maintenance Area Manager. Also provides administrative and training supervision of maintenance forces, improving techniques, procedures, and skills development for efficient and workable organization.

Assign as Turnaround Maintenance Supervisor from time to time during major Process Area turnaround with duties and responsibilities defined per turnaround plan.
 Maintenance Supervisor-Utilities for Petron Bataan Refinery from January 01, 1997 to June 30, 2003 – As a line member of management, the Utilities Maintenance Supervisor is charged with advising and assisting the Offsite Assistant Manager on matters concerning the repair/overhauling and preventive maintenance of all rotating equipment, electrical equipment, instruments and stationary equipment at Utilities Area and the 69 KV Main Substation. Assign from time to time as Turnaround Maintenance Supervisor during major Process Area turnaround with duties and responsibilities defined per turnaround plan.
 Maintenance Planning Engineer for Petron Bataan Refinery from November 1, 1990 to December 31, 1996 – Performs complete contracting requirements of the Planning and Coordination Section of the Maintenance Department, which includes preparation of materials required, bid documents preparation, selection of contractors, solicitation of bids, cost estimating, evaluation of bids, recommendation of contract awards, preparation and monitoring of progress of contracts, job appraisals and turnover documentation and preparations for payment. Assign from time to time as Turnaround Maintenance Supervisor during major Process Area turnaround with duties and responsibilities defined per turnaround plan.

 Maintenance Stationary Equipment Technician for Petron Bataan Refinery from June 17, 1987 to October 30, 1990 – Performs welding and metal maintenance, repairs, installation, modification, demolition and fabrication on a wide variety of metal structures and piping systems in processing, storage, shipping and related facilities throughout the refinery. Includes work on plant fittings, pipefitting, plumbing and other related work on refinery equipment and facilities such as process units, separators, exchangers, sewerage, oil/ gas/water lines, and boilers.
 Field Engineer for CBI Contractors Limited, Abu Dhabi, UAE from January 1984 to February 1986 – Supervise the erection of LNG/LPG tank with a pre-stressed concrete outer shell, a steel lined concrete roof, an inner container built at 9% nickel steel, and a design temperature of -321ºF; Conduct visual inspection for the installation of modern insulation on stainless steel and carbon steel pipes; and perform visual inspection for the insulation of Inner Tanks.
 Field Engineer for CBI Philippines Incorporated from March 01,1981 to December 31,1983 – Supervise the fabrication as well as the erection on site of stainless steel and carbon steel pipes of various sizes, the hydrotesting of erected pipes for pre-commissioning, and the erection of Reactor Cavity Spent Fuel Fool, Cask Loading Pit and Fuel Transfer Canal for PNPP-Unit No.1. Interpret plans, blue prints and related drawings to see to it that it is done correctly on field. Coordinate related electrical job under contract by CBI Company to different contractor. Supervise the crew of Engineers in the design of Field Run Hangers for Field Run Conduit as well as the crew of foreman in the erection of different kind of storage tanks. Evaluate and recommend performance of crews and advise them to be safety conscious. Prepare daily progress report.
