Description of Duties & Responsibilities
Data Centres
• Manages and operates Telin Singapore Data Center.
• Responsible for structured cable installation at Data Center
• Maintain the stock inventory item required for the cross connect; such as utp/fiber patch cord; utp/fiber panel; pig tail, multi core cable, fiber adapter, utp module, fiber module.
• Responsible for the testers: UTP tester, fiber tester, OTDR.
• Maintain office network, such as Firewall, Access Point, IP phone
• Maintain Data Center Security and BMS network (CCTV, Card Access, TOU)
• Manage the provisioning and maintenance of colocation network services such as DIA, IP Transit, EPL, IPLC
• Responsible for the works carried out at Global Switch, Equinix, Telin-3 and Changi Data Center. This includes provisioning, maintenance, cable installation and based on specific customer requests and Telin Infrastructure.
Network Provisioning
• Provides provisioning support and technical guidance for both new orders and existing circuits to ensure successful completion and smooth maintenance as required by customers
• Performs end-to-end testing of fundamental circuits (DIA, EPL, EOSDH, LLC, IPLC, IPVPN, GPON, MPLS & BGP) for proper monitoring and evaluation of speed, connectivity, and quality.
• Create and update network diagrams for all provisioning
• Manages Service Completion Document for completed provisioned orders
Network Planning and Operation
• Manages, configures, operates and maintains Telin Singapore network equipment – DWDM, SDH, Metro-E, Switches & Routers (CISCO, Juniper, Extreme network), Carrier Ethernet (Raisecom)
• Provides technical support, maintenance, installation, troubleshooting, configuration, system testing, and documentation of the circuits that has been provisioned
• Manage AAG, BSCS and IRU capacity
• Update capacity for network equipment and cross connect patch panel at Equinix, Global Switch and Telin Data Center
• Liaise and coordinate with vendors on troubleshooting network equipment. This includes faulty equipment repairs and replacements (RMA)
• Supervises vendor maintenance and implementation work
• Work closely with vendor on the network expansion and improvement. This includes expansion projects and software bug patches
Provision existing network on Provider Edge and Customer Edge Routers based on change request (i.e Routing changes, Access Lists, DHCP, Netflow, Port Forwarding, speed upgrade/downgrade, service termination, etc.)
Provision existing TPG-Managed Firewall via Fortinet based on change request (i.e Policy changes, NAT, IPsec, SSL, Web/Email/Packet filtering, Log and Report, etc.)
Provision existing add-on services such as Mail Hosting, DNS, Quality of Service, etc.
Troubleshooting, creating, and updating firewall policies
Creating, implementing, and maintaining network documentation
Maintain customer network diagram.
Monitoring and supporting the company’s network security and data center networks
Maintain monitoring system such as CACTI and Nagios.
Respond to technical inquiries from customers and other internal department.
Analyzing and resolving customer network issues related to provisioning changes.
Designing and directing system configuration and installation to accommodate network needs of customers.
Access Testing Engineer’s role is to solely ensure and prove all MBE delivered services are functioning in compliance to the standard AAPT service delivery specification.
Administers service jumpering and equipment installation and performing onsite testing with the attending technician.
Attends to technician/contractor call and provide testing needs to prove service delivery to the premise.
Manages CPE/NTU configurations and installations both on trunk end and tails.
Ensure Layer 2 / Layer 3 connectivity between AAPT and customer’s network.
Analyses delivered service and adjust specifications as needed to meet SLA.
Troubleshoot services and all link related difficulties.
Manages DSLAM configurations.
Review service designs and builds to meet required specifications
Perform adding, changing and deleting of ULL/pairs.
Perform CFM testing to prove E-Line and E-LAN services are effectively delivered and are connected to their corresponding linking service/s.
Perform RFC testing to prove Carrier Grade Ethernet services are delivered within specifications.
Liaising with all concerned department that will contribute to the completion if an issue occurred on or after the project underwent service jumpering.
Logs fault to Third Party Carriers / Providers should the service/s is/are proven to be faulty.
Dispatches technicians/contractors as needed as a follow up to an unsuccessful initial installation attempt.
Provisioning of service request.
Initiate service orders to suppliers upon customer’s approval
Coordinate service completion with carriers and liaise all provisioning matters that customer requires
Organizing the rollout of required/ordered equipment and confirming its receipt
Configure managed routers to attain customer’s needs and expectations
Provide timely update to Project Managers to inform customer of service progress and developments along the delivery stages.
To be the focal point of all communications with the customer while and/or after the jumpering stages of the delivery of the service/s.

The focal point of all communications with the customer during the project delivery schedule.
Responsible for the ordering of any/all access tails and CPE.
Co-ordination of the network configuration through the Provisioning Engineers.
Co-ordination of third party installers as required.
Liaise with Wholesale / Direct Customer to arrange cutovers and jumpering of service/s with End Users.
Organize service cutover usually with CEOs, Directors, I.T. Consultants and / or Project Manager counterpart
Configure customer equipment for connectivity tests.
Post provisioning follow-up to ensure the service was delivered to meet if not exceed customer’s expectations.
Responsible in sending ETA to the customer
Scheduling a technician to do jumpering and equipment installation, to complete the job after the carrier installation.
Looking for an external technician if no inhouse tech is available
Making sure that the tech attended on the said job schedule
Doing sign off for QA
Doing trainings and provide develop plans to improve the process.
