Stephen has over 12 years of development experience in Africa; more so Uganda, DR Congo and South Sudan. He is suitable for field management and technical roles in both emergency and development context with NGOs

Youth Livelihoods Manager- HANDLE Uganda
·         As a youth livelihood manager, I am responsible for facilitating an integrated participatory approach in project management, supervision, planning, monitoring and evaluation, and implementation of HANDLE’s youth livelihoods in north and eastern Uganda.

·         Development and regular update a youth database with clear profiles of the youth, and level of engagement.

·          I oversee the effective coordination of all youth groups under the different projects by periodically engaging the different project managers to streamline action plans for youth engagements in all projects.

·         I oversee all project, administration, procurement, financial and human resource management as required, in the project.

·         Conduct quarterly/ annual meetings for the different youth groups formed

·         Based on country strategy and partnerships, I worked with Country coordinator and other technical team members to develop competitive proposals and secured $3 million new funding for HANDLE Uganda, adding 50% country funding portfolio and diversifying funding sources in 3 years.

·         Drawing from the objectives and agreed upon key activities in the project proposals, I developed quarterly detailed implementation plans (DIP) and related budgets which led to effective implementation of the project.

·         I supported the program director to prepare accurate and timely donor financial reports and quarterly projection of needed funds, ensuring allocation of expenses to the right budget lines.

·         Worked with M&E manager to generate evidence and influence development and practice in the organization.

·         Participated in the recruitment of new staffs and or volunteers in organization

·         Directly manage 6 project staffs, and supervised 4 volunteers.

Youth Development Manager/head of field office Rhino Camp Refugee settlement-War Child Canada-Uganda and South Sudan
·         Documented, disseminated  and publiced   the youth engagement initiatives and stories of change at all levels.
·         Worked with Head of Programmes and Country Director to manage strategic relationships with government ministries, donors like USAID, UN Women, UNICEF, & MasterCard Foundation and other INGOs.

·         Facilitated periodic capacity building of the different youth groups

·         As a member of Management, i played a key role in developing country strategy and business plan for War Child Canada Uganda and South Sudan, working closely with M&E teams in both Uganda and South Sudan.

·         Together we ensured the project achieved results based on Monitoring, Evaluation, Accountability, and Learning (MEAL) system with SMART indicators.

·         Based on country strategy and business plan, spearheaded the development of strategic partnerships, competitive proposals and secured $2 million new funding for War Child Canada Uganda contributing to 20% Access to justice sector portfolio and diversifying funding sources within 2 years.

·         Strategic oversight of programme delivery with over 5 local partners working across two countries in a cross border peace building programme between Uganda and South Sudan.

·         Organized, lead, and documented regular project reviews and learning meetings with consortium partners and ensured these reviews inform project implementation and are used to improve project quality.

·         Worked with M&E teams to generate evidence and influence development and practice.

·         Directly managed 11 field staffs and 5 partners in Uganda and South Sudan.

Youth engagement manager- Pole Institute
·         Based on the strategy, designed competitive proposals and secured USD 8 million new funding for Pole Institute, 40% country sector portfolio & diversifying funding sources in 2 years from USAID and EU.

·         Ensured that project data collected are sex and age disaggregated, as well as vulnerability where required.

·         Conducted frequent and regular field activity monitoring to ensure quality monitoring of interventions.

·         Directly managed 3 project officers and over 6 support staffs.

Program Assistant Northern Region-RTI-GAPP Programme-Gulu District-Uganda
·         Contributed to regular review of the sector strategy for governance and District development plans.

·         Established and maintained strategic relationships and networks across northern Uganda.

·         Represented the best interest of RTI overall, in the allocated work locations at all times and during inter-agency and safety and security related coordination meetings

·         Directly managed 5 support staffs.

·         Based on findings of due diligence and capacity assessments, ensured on-going capacity building at institutional, organizational and technical level, including attention to Gender Equity and Diversity.

·         Ensured community mobilization Employed best practices in the District.

·         Supported the coordination of the base line, midterm review and end line evaluation in my respective locations.

·         Established strategic relationships and networks for Winrock International, NUDEIL project in Uganda at field level.

·         Established and maintained good reputation and trust for Winrock International among district local governments, local leaders and community members recovering from over 20 years of war.

·         Promoted participation of the community in community planning, budgeting and the implementation of NUDEIL Project.

·         Led all communication and coordination with District, Sub County and NUDEIL.

Protection officer-Arbeiter Samaritan Bund-Pader District-Uganda
·         With funding from UNHCR, i facilitated safe resettlement of over 3,000 households in Pader district through WASH, secure livelihoods, Health, cash for work and peace building activities.

·         Developed annual performance objectives for each direct supervisee

·         Established and maintained strategic relationships with UN, NGOs & government agencies.

·         Coordinated the design, implementation and evaluation of protection related programming with partners.

·         Contributed to and facilitated a programme of results based protection programming through consultative process with sector and/or cluster partners.

·         Supported 20 community based counseling and referral networks which reached over 100 returnees, ex-combatants and landmine survivors in pader district, northern Uganda.

·         Directly managed 2 staffs and two support staffs.

·         Supervised camp coordination and camp management activities.

·         Developed and implemented country level protection plans in areas such as child protection, SGBV and education, as part of the protection strategy and ensured partnerships are forged with relevant government agencies and partners

·         Oversee and managed individual protection cases including those on SGBV and child protection.

·         Monitored and intervened in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
